Do you think that the president should have the right to more power in a time of war or domestic crisis?

I think the president/prime minister (depending where one lives) shouldn't have more power in time of war or crisis. The people should be in power in a democracy, and for that reason a representative leader of a nation should always have his powers restricted with respect to the will of the people - no matter the situation.
