Why do the u.s do nothing about ozone layer depletion?

Once again many countries will pay for what americans do, ok, there are other countries in europe and the world equally do nothing, but we don't pollute as much as you do. Why does the world needs to be screwd because of you and your lack of responsibility? (remeber kyoto)
