What would you do if you were in my shoes?

I have been in the LA Army National Guard since 24 Oct 2005, I have been on active duty before so I know how women are viewed in the military. I have worked hard the whole time I've been in and for the about a year now I have been applying for AGR jobs and I was promised a job at the end of last year. The job closed on the 4th of April and I found out while I was in Germany that the BN kiss @ss name was sent forward and mine wasn't. I am more qualified than him and the other MALES who names were sent forward. My BN has NEVER had a black woman on their AGR staff but I was hoping since I worked hard and did everything right that I would get the opportunity to take care of the soldiers that I have drilled with for almost 4 years. I am being held back and was told that since I am in a dead end MOS that I will never get promoted on the M-day side and that the soldiers with a construction MOS comes before me. I have been asking to recl for the last year and a half and the only guys that have been recled is white males, including one that is the cousin of the Readiness NCO. I want to be conditionally released from the Guard so that I can return to active duty and have an opportunity for promotion and to be able to lead troops, since I am always put in charge of E-5s and I am just an E-4. I have been thinking about filing an IG complaint and an EO complaint. I do not want anything handed to me, I just want to be able to work hard and be rewarded for my hard work. It has yet to happen after almost 4 years of service because of the good ol' boys network. Your adivce will be greatly appreciated.
